Common questions

Answers to common questions about forming a housing cooperative, joining UHOCU and supporting community-led housing.

What are the requirements for forming a housing cooperative?

Start with at least 30 people who share a common need and organize around that purpose. Prepare and complete the cooperative by-laws, then request a recommendation from your District Cooperative or Commercial Officer.

Prepare the society’s income and expenditure statement and balance sheet, plus a schedule of shareholders showing each person’s entrance or membership fees, shares, savings, assets and any loans. Compile the founder members’ and interim committee’s names, National ID copies and passport photos, along with the names and photos of people authorized to manage the society’s bank account. Submit the required documents to the Registrar of Cooperative Societies.

The registration fee is listed as UGX 50,000. Fees and payment instructions can change, so confirm the current requirements through the Ministry’s cooperative formation guidelines or the official e-services portal before paying.

How do I become a member of the Union?

UHOCU membership is for registered primary housing cooperative societies. Obtain a registration certificate from the Registrar of Cooperatives, then contact UHOCU about the membership application. The stated requirements include a UGX 100,000 membership fee and five shares at UGX 100,000 each. Confirm the current fees and share requirements directly with UHOCU before payment.

Who owns the Uganda Housing Cooperative Union?

The Union is owned by its registered primary housing cooperative society members, which hold shares in UHOCU.

Where do I register a housing cooperative society?

Applications are handled by the Registrar of Cooperative Societies at the Ministry of Trade, Industry and Cooperatives. You can also check the Ministry’s official e-services portal for current registration services and requirements.

Can a cooperative other than a housing cooperative join UHOCU?

UHOCU membership is for registered housing cooperative societies. Non-registered groups and other organizations pursuing housing-related objectives can explore affiliation with the Union.

Why join a housing cooperative?
  • Plan settlements together and work toward secure tenure.
  • Benefit from economies of scale through collective action.
  • Build a stronger voice to influence community decisions and policy.
  • Help combat social exclusion.
  • Promote sustainable and affordable development.
How can I donate to the Union?

Donations can be sent to the UHOCU account shown in the Support UHOCU section below. If you need help or confirmation before making a transfer, contact the Union using the details on this page.

How can our community raise funds for a housing project?

Cooperatives can build resources through member savings, share subscriptions, membership fees and income-generating projects. They may also pursue grants, loans and donations. Cooperative housing is based on self-help, so members’ participation and contributions remain important.

What can we do to build a successful housing cooperative?

Follow cooperative principles and values, comply with current statutory requirements, and mobilize adequate resources to support the society’s plans.

Help communities build secure homes.

Contributions support cooperative housing, member skills and stronger communities.
